Egypt is not one of the members of the Hague Apostille Convention. Hence, any documents coming from or going to the Egypt will need Egypt document attestation not apostilled.
For using an Egyptian document in the UAE, it first needs to be ratified by the concerned local authorities in Egypt, super-legalized by the UAE Embassy in Cairo, and in the end, by the Ministry of Foreign Affairs in UAE.
The process is complicated with regards to the jurisdiction, documents required to be submitted and the kind of attestations to be done if one wants to do it on their own. A Third party can take up attestations required for such purpose and get it legalized. However, to this day, any alterations to be done on a document can only be done by a blood relative or by the concerned persons themselves in Egypt.
